What are Title I schools?
Right now, tens of millions of kids across the U.S. are getting ready to set foot in a brand new classroom.
Unfortunately, not all classrooms or schools will start the year on equal footing. In countless neighborhoods with high poverty rates, millions of kids will head to school with a hungry stomach, a lack of supplies, or behind grade level in their studies.
Many teachers will try to fill the gaps by reaching into their own pockets to pay for classroom necessities, but it won’t be enough. These issues will compound, as they have for decades — but it truly doesn’t need to be this way.
In 1965, the federal government stepped in and tried to do something about these systemic inequities. Congress established Title I of the Elementary and Secondary Education Act to provide federal funding to local school districts with high concentrations of low-income families.
This funding helps supplement the huge gap in funding for schools in high-poverty neighborhoods. And it helps a lot more kids than you might realize: According to the nonprofit advocacy organization All4Ed, Title I supports the education of one in every three kids in America — giving 26 million kids more equitable access to an education (and the freedom to grow their imaginations!).
Nearly all school districts in the country — 95% — are eligible for some level of Title I funding. Nearly two-thirds of public schools receive funding from Title I, according to All4Ed.
But Title I can’t fund every need, especially when so many kids are impacted. Now, more than ever, these schools still need additional funding. And yet the future of Title I is not clear, given the changes imposed on the Department of Education earlier this year.
Title I’s impact on students of color
Title I schools are incredibly important in our society for addressing racial inequities in our school systems. That’s because districts with higher concentrations of low-income families also typically have higher concentrations of students of color, which means Title I funds have an especially huge impact on kids who are Black, Latinx, and American Indian or Alaska Native. All4Ed reports three in four kids from those racial backgrounds attend Title I schools.
